The Zoning Department of the City of Fremont is located on the second floor of the Municipal Building at 323 South Front Street. This office supervises the permitting for construction of residential, commercial and industrial sites inside the city limits. The department issues zoning permits for fences, signs, pools and garage sales.
Fremont's on-going sidewalk program is managed by the Zoning Department. Approximately ten miles of sidewalks are inspected annually and marked for repair where necessary.
The Zoning Department is responsible for enforcing the junk/junk vehicles and high grass/high weeds ordinances. The Exterior Maintenance Code, enacted in mid 2001, addresses the maintenance of residential and commercial properties. The Zoning Department enforces the Exterior Maintenance Code making sure property owners adhere to a minimum standard of maintenance. 

Fremont's Zoning Ordinance is enacted to:
  • promote public health, safety and general welfare
  • secure the most appropriate use of land
  • conserve and protect property values
  • facilitate adequate and economical provisions for public improvement
  • provide adequate open space in order to assure access of light and circulation of air
  • facilitate the prevention and fighting of fires
  • lessen congestion on streets and highways
  • create an attractive and cohesive controlled business district
